PC for editing GFX100S files. Where to start?

Hello all. My boyfriend is in school for photography and will be graduating this year. He has a part time job working for a pro photographer who let's him work on his personal stuff on the high end PCs at the studio. He has a personal Synology NAS at the studio with all his personal work. He's been saving up to buy his own PC as he'll be moving back to our city after graduation and won't work there anymore.

His boss bought the newer model and offered him the used GFX100S at a good price. He used the money he was saving for the PC to buy it. He sold his old camera and bought a couple of lenses. His plan is to make due with his laptop until he can save up for a PC again. I've been saving money for a while to buy him a nice graduation gift. I was originally thinking of getting him a fancy lens or something, so now I think a new PC will be perfect.

I just don't know where to start? Many reviews and recommendations seem to focus on gaming so it's hard to know what's good for editing. Can anyone point me in the right direction? I know the main software he uses are Capture One and Topaz. He likes Windows so Macs are out. I'm willing to spend what it takes to get something good that will last him a while.

Intel or AMD? GPU options are very confusing. DDR5 seems to be the latest ram, but how much, 16, 32, 64?

I appreciate any help, or any resources where I can learn more.
